SetPlayerPullDown
Lets a player pull riders off their horses with the game’s take-down move - off by default.
With true the game shows its “Pull down” prompt on a rider’s body for this player (on foot, near a horse, in the game’s
own reach), and their ask reaches OnPlayerPullDown. Off for everyone until a mode turns it on, like every new rule:
without it no prompt shows and the server refuses the ask. It is per player, lasts until you change it or the player
leaves, through respawns, and is sent to their game with every spawn - call it once in OnPlayerSpawn for a mode where
riders can be taken off their horses. The rider needs nothing set: anyone in the saddle can be pulled down by a player you
allowed, unless OnPlayerPullDown says otherwise.
