SetWebFrameZ
Sets which frame is drawn above which.
A frame with a higher z is drawn over one with a lower; the interface’s ui.toml gives every frame its starting z.
The value is a whole number from 0 to 999 (a fraction is rounded). When the frame is made again its own z from
ui.toml applies once more.
Returns true when the request was handed over, false and the reason when it could not be: "no web layer",
"no web interface", "no such frame" or "z is a number from 0 to 999".
