SetEmoteWheel
Puts other emotes on everyone’s wheel.
At most eight known names, clockwise from the top; an empty table takes the wheel away (G and T are then the game’s
own again; a mode’s command still plays emotes). Every client gets the new wheel at once. false, and nothing changes, when a name is
unknown or the list is too long. The start value is [emotes] wheel in server.toml.
